Humanitarian Operations Programme

Course Outline

Evacuees and refugees are constantly highlighted throughout the news headlines of the World as more and more people in various countries are severely affected by war, pestilence, economic collapse, extraordinary climatic conditions, etc.

There are numerous Aid Agencies that are effectively dealing with these situations.  The one that springs to everyone’s mind is the United Nations, although a multi Government entity, it still relies heavily on contributions from its member countries.   Other Aid Agencies, such as the British Red Cross, still survive on contributions, however it does not undertake military activity.

This Course by purpose is military orientated in it’s thinking and planning procedures.   Its structure was adopted because the main employers in this field is the UN and US Aid, which are military focused.   Thus, course members become conversant with military and non-military efforts within this humane function.   This gives course members the utmost opportunity for future employment as an Aid Operative and a chance to follow a fulfilling and rewarding career.

 The Course is provided under the guidance of Bodyguard Services International (BSI) and the final qualification that course members, successful on the Course receive, is from BSI.

Entry Requirements          There are no formal entry requirements but candidates should be committed to the concept of international aid and assistance.

Length of Course               The Course is to be completed on a Home study basis.

Exemptions                          No exemptions are provided.

Certification                          On completion of the Course the Certificate is issued to successful course members by Bodyguard Services International (BSI).

Status of Qualification        A theory qualification that will provide entry level knowledge to secure employment as an Aid Agency Operative.

MODULES

Low Intensity Conflicts

The stem of all humanitarian emergencies.   Course Members learn what causes them and more importantly, how to predict them.      Major Areas Covered:  Definition; Understanding the Environment; Low Intensity Conflict – Imperatives; Operational Categories; Operational Planning Considerations; Essential Perspectives.

Combating Terrorism

One of the main causes of low intensity conflicts is terrorism.   Course members learn about what causes terrorism, and why terrorism escalates into a low intensity conflict.   Terrorism is the “the unlawful use of; or threatened use of force or violence against individuals or property to coerce or intimidate governments or societies, often to achieve political, religious, or ideological objectives.”    Major Areas Covered:  Definition and Environment; The Threat; Meeting the Threat; Programmes. 

Peacekeeping Operations

Course members learn about the main weapons that the United Nations and Aid Agencies have to combat low intensity conflict, the advantages and disadvantages of the system. These are military operations conducted with the consent of the belligerent parties to a conflict to maintain a negotiated truce and to facilitate a diplomatic resolution.       Major Areas covered:  Environment; Principles; Organisation; Force Composition; Operations; Administration.

 Peacekeeping Versus Peacemaking

Course Members analyse and evaluate whether peacekeepers should re-classify themselves as peacemakers, or are they part of the same function.  Situations may arise which require deployment of military forces to impose peace. These operations are often labeled peacekeeping, but are better described as peacemaking. Peacemaking missions differ greatly in execution from peacekeeping missions. While the ultimate objective may be to maintain a peace, the initial phase in peacemaking is to achieve it. The significance of the difference is that peacemaking is often unilateral, possibly with some consent from the beneficiary, and the peacemaking force imposes it.     Major Areas Covered:  Peacetime Contingency Operations; Principles.

Operational Planning Considerations

Planning is a major part of any humanitarian operation.  It is usually a countrywide operation, which will cause a logistical nightmare.  During this module, the planning phases will slot into line and provide a logical sequence in order to provide the stability needed to re-assure the evacuees.      Major Area Covered:  Types of Operations. All-source intelligence. Command and control. PSYOP, civil affairs, and public affairs plans. Logistics support.

 Evacuation Missions

The people that you are going to be aiding will be under copious amounts of stress.  The more professional you are as an aid worker, the more re-assurance you will convey.   Major Areas Covered:  Description of Non-combatant Evacuation Operations (NEOs); NEO Environments; Contingency and Pre-Deployment Planning; Military Planning & Planning Assistance; Multi-national Operations; Pre-development Planning; Intelligence Preparation; Command and Control; Advance Party; Deployment Intermediate Staging Base; Insertion of the Evacuation Force.

 Evacuation Force Operations

These operations are extremely dangerous.   However, planning and command and control can counteract some of these risks.   For example, a simple screening system will filter out the majority of rebel infiltrators.   Major Areas Covered:  Organisation and Mission; Command and Control element; Marshalling Force; Security Force; Logistics Element; Administrative Element; Initial Actions; Preparation of Equipment; Marshalling Force Operations; Transportation; Movement Control; Assembly Area Operations.

 Safehaven Operations

Picking and establishing a safe haven for the evacuees is very complex, with various screening options, medical and immunisation considerations.  The safe haven is a location designated by Government in an area or country to which evacuees may be moved quickly and easily. Ideally, the safe haven will be in the Home nation, with repatriation operations taking place at the safe haven.      Major Areas Covered: Safe haven sites. Organisations and functions. Force disposition.

Psychological Operations
Course members learn how to conduct psychological operations with a view to the protection of any of the stages involved. PSYOPS are defined as operations planned and executed to convey selected information and indicator to foreign audiences to influence their ambitions, motives, objectives, and reasoning. They ultimately influence the behaviour of foreign governments, organizations, groups, and individuals. The purpose of PSYOPS is to induce or reinforce foreign attitudes and behaviour favourable to the unit’s objectives. Special operations forces (SOF) are regionally oriented with experience and expertise in every country in which a IWO could be conducted.      Major Areas Covered: Psyops task groups.
